Do I Qualify for Free Legal Help?

Our services are available free of charge to individuals and families whose household income is at or below 200% of the Federal Poverty Level. For most families in Washington County, that means you may qualify even if you're working.

Paul Husselbee

Legal Aid Specialist

Paul spent more than a decade in journalism before joining the faculty of Southern Utah University's Department of Communication, where he taught for 26 years. He holds degrees from SUU, BYU, and a Ph.D. from Ohio University's E.W. Scripps School of Journalism, and earned a master's in legal studies from the S.J. Quinney College of Law in 2024. A trained paralegal and LPP candidate (Utah's unique licensure allowing qualified paralegals to provide limited legal representation), Paul now directs the Switchpoint Legal Services clinic. He envisions a community where no one loses a home, a child, or their safety simply because they cannot afford a lawyer.

Judy Halaby

Pro Bono Staff Attorney

Judy brings a career defined by compassion and individualized legal strategy to every case she takes. She holds a B.S.W. from BYU and a J.D. from the University of Maryland School of Law, and is a Certified Mediator, Best Interest Attorney, Guardian ad Litem, and Foreclosure Specialist Attorney. Her practice focuses on family law, special education disability law, and consumer protection. Prior to joining Switchpoint, Judy served the Mid-Atlantic ADA Center and provided direct legal services through the JustAdvice Legal Clinic. When she steps away from the law, she can be found outdoors, at the piano, or with family, friends, and her dog, Sky.

  • CLE Credit: Volunteer service qualifies for continuing legal education credit through the Utah State Bar. We handle the documentation.
  • Pro Bono Hours: Contributions count toward the Utah State Bar's pro bono reporting requirements.
  • Malpractice Protection: Utah law provides liability protection for attorneys performing pro bono services through a qualified legal services organization.
  • Flexible Commitment: A few hours a month or more regular involvement. We work around your schedule.

Come with photo ID, Social Security numbers, any prior court orders, recent pay stubs or proof of income, and any relevant documents (messages, records, property info). Don't have everything? Bring what you have. We'll work with it.
